Indicative prices of documents for air protection
The following prices represent the usual indicative range for common industrial and energy sources. The amounts stated are exclusive of VAT and do not include any emission measurements, laboratory analyses, administrative fees or extensive supplementation of design documentation.

For a complex site with several operations, significant fugitive emissions, odorous substances, transport or non-standard technologies, the price may be higher. It is advisable to determine the scope of the order only after reviewing the valid permit and the technical documents.
What affects the final price
The greatest influence comes from the volume of documents that the processor must verify, calculate or obtain from the technology supplier.
The decisive factors are usually:
- the number of sources, technological units, stacks and pollutants,
- the availability of design capacities, emission data, material balances, data sheets and earlier decisions,
- the need for a site visit, emission calculations, a traffic model, an assessment of alternatives or coordination with the designer and the authority.
If the operator provides complete and mutually consistent documents, the quotation can be prepared more precisely and processing is usually faster. Differing capacities in the design, the expert report and the application usually lead to supplementation of the documentation.
How much does an expert report cost
An expert report assesses a stationary source from the technological and emissions points of view. It contains its classification under Annex 2 of Act No. 201/2012 Coll., on Air Protection, a description of the technology, input materials, emissions, emission abatement equipment and a proposal for operating conditions.
Under the Act, an expert report may be prepared only by a person holding an authorisation from the Ministry of the Environment.
For a simpler source with one technology, one stack and good-quality documentation, you can usually expect a price of approximately CZK 14,000 to 20,000 excl. VAT. The price of a more complex report for a production site with several sources, technological operations and emission calculations may range approximately between CZK 20,000 and 30,000 excl. VAT, or higher.
The price is increased mainly by the need to compile a missing material balance, calculate emissions from several raw materials, assess several filtration variants or reconcile heterogeneous technical documents.

How much does a dispersion study cost
A dispersion study models the contribution of a source to the concentrations of pollutants in the ambient air. The calculation takes into account emissions, the position and parameters of the stacks, operating time, the surrounding terrain, the existing ambient air pollution load and, where relevant, transport or area sources.
For the purposes of the Air Protection Act, a dispersion study may be prepared only by an authorised person.
For one or several standard point sources, the price is generally approximately between CZK 18,000 and 30,000 excl. VAT. A more extensive study for an industrial site, a larger number of sources, several variants of the project, dusty areas or significant traffic may cost approximately CZK 30,000 to 50,000 excl. VAT.
The number of modelled pollutants and sources has a significant effect. Evaluating a single gas boiler is considerably simpler than modelling a production site with chimneys, low technological vents, area dust emissions and heavy goods traffic.
How much do operating rules cost
The operating rules set out the technical and organisational conditions for operating the source. They describe operation of the technology, filter checks, operating parameters, maintenance, fault conditions, the method of limiting emissions and the responsibilities of staff.
The obligation to prepare operating rules applies to sources marked in column C of Annex 2 to the Air Protection Act. The document is approved by the regional authority as part of the operating permit. The Act does not require a special authorisation for its preparation.
The price of operating rules for a simple and well-described technology usually starts at approximately CZK 9,000 to 12,000 excl. VAT. For a paint shop, foundry, waste facility or technology with several abatement units and fault modes, it may range approximately between CZK 12,000 and 20,000 excl. VAT.
A very brief universal document may be difficult to use in administrative proceedings. The operating rules must correspond to the actual equipment, the valid permit, the numbering of the stacks and the way operating records are kept.

How much does it cost to prepare an application for an operating permit
An application for an operating permit contains the identification of the operator and the site, an overview of the sources, a proposal for their classification, the designed capacities, a technical description, material inputs, emissions, stacks and the proposed method of determining emissions.
The price for compiling the application and assembling the documents is, for a typical source, approximately between CZK 6,000 and 15,000 excl. VAT. A higher price may correspond to a site with a larger number of sources, a complicated history of decisions or the need to harmonise the numbering of technologies and stacks.
The application itself does not replace the expert report, the dispersion study or the operating rules, where the Act or the regional authority requires them for the source in question.

Administrative fee for the operating permit
In addition to the price of the expert work, you need to allow for the administrative fee paid to the competent regional authority.

The administrative fee is separate from the price of the expert report, the study, the operating rules and the preparation of the application. Current information is also provided by the Public Administration Portal.
If a joint permit for several sources within the same site is issued in a single proceeding, the fee for issuing the permit is, according to the interpretation of the Ministry of the Environment, paid only once.
Is it more advantageous to order the documents together
Preparing the expert report, the dispersion study, the operating rules and the application together reduces the risk of inconsistent data. All the documents can work with the same capacity, raw material consumption, emissions, operating time and stack designations.
Ordering the individual documents separately may be appropriate if some documents are already valid and the change does not affect them. Before ordering, it is therefore advisable first to verify which annexes are actually mandatory.
For a typical technological source, you can indicatively expect a sum of approximately CZK 40,000 to 75,000 excl. VAT for the whole set of documents. Extensive industrial operations, variant studies or missing technical documentation may increase the final price.
How to avoid additional costs
The greatest saving is usually achieved by reviewing the technology in good time before ordering it. The supplier should provide the capacity, guaranteed emissions, raw material consumption, extraction parameters, filtration and stack data.
Additional costs may arise where there is no measurement point, where a stack has been poorly designed, where filtration is insufficient, or where it is found that the technology requires a more extensive dispersion study.
An early review will also help to distinguish mandatory documents from documents that the particular source does not need.
